Land-use choices that place high-impact transient uses beside preschools and communities full of children concentrate documented risks where children live and learn. That is a planning issue — not an accusation against any individual or company.
North Carolina Law on Foreseeable Risks
Under North Carolina premises liability law, property owners and operators can be held responsible for foreseeable harm from third-party crimes when reasonable security measures are not taken. National data show hotels and motels are frequent venues for sex trafficking. Placing transient lodging directly next to a preschool and communities full of children creates a documented, foreseeable risk to children — a risk that responsible developers and local officials should carefully consider before moving forward.

We respectfully ask R.D. Harrell Company to withdraw or relocate the Whetstone Motel proposal (PR25.10.01) so that transient lodging is not placed immediately beside a preschool and family neighborhoods.
